Part I — Website terms
1. Acceptance
By accessing this website you agree to these terms. If you do not agree, do not use the site.
2. What this site is
This website is informational. It describes the role of Cornfield Voice LLC, doing business as Unbundled Networks (“Unbundled Networks”, “we”, “us” or “our”), as a carrier of record for other telecommunications providers. Nothing on this site is an offer of service, a quotation, or a commitment to provide service to anyone. We do not sell service to end users, and an inquiry sent to us creates no obligation on our part to enter into any agreement.
3. Accuracy
We publish this site in good faith and keep it reasonably current, but we do not warrant that it is complete, accurate or up to date. Service terms between us and a partner are set by the written agreement between us and that partner, and that agreement governs in the event of any inconsistency with this site.
4. Content you send us
If you send us a report, a complaint or an inquiry through the addresses published on this site, you confirm that you are entitled to send us the information and any attachments it contains, and you permit us to use them to investigate the matter and to meet our obligations as a carrier — including sharing what is necessary with the responsible provider, with industry traceback efforts, and with law enforcement and regulators. Please do not send us confidential material you are not free to share.
5. Intellectual property
The content of this site is ours or our licensors’ and may not be copied or redistributed except as fair use or applicable law allows. Photographs used on this site are licensed stock imagery and are not licensed for reuse.
6. Third-party links
Links to other organizations’ websites are provided for convenience. We do not control those sites and are not responsible for their content.
7. Disclaimer and limitation of liability
THIS SITE IS PROVIDED “AS IS”, WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED. TO THE MAXIMUM EXTENT PERMITTED BY LAW, WE ARE NOT LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR PUNITIVE DAMAGES ARISING FROM YOUR USE OF, OR INABILITY TO USE, THIS SITE.
Part II — Acceptable Use Policy
8. Who this applies to
This Acceptable Use Policy (“AUP”) applies to all traffic carried on our network and to every number for which we are the carrier of record. It binds our partners through their agreements with us, and our partners are responsible for making equivalent obligations apply to their own customers and to any resellers beneath them. A partner is responsible to us for the conduct of the traffic it sends us, including the conduct of its customers.
Where this AUP is stricter than a partner’s own terms, this AUP is the floor.
9. Lawful use
Traffic on our network must comply with all applicable federal, state and local law, including but not limited to the Telephone Consumer Protection Act, the Telemarketing Sales Rule, the Truth in Caller ID Act, the TRACED Act, federal and state do-not-call rules, and applicable Federal Communications Commission regulations.
10. Prohibited use
The following are prohibited on our network:
Illegal and deceptive calling
- Robocalls and prerecorded or artificial-voice campaigns that do not have the consent the law requires
- Calls to numbers on federal or state do-not-call lists, where the law requires that they not be called
- Fraud, including impersonation of a government agency, bank, utility, carrier or other institution
- Illegal caller ID spoofing, and the transmission of caller identification that is inaccurate or misleading with intent to defraud, cause harm or wrongfully obtain anything of value
- Wangiri, international revenue share fraud, traffic pumping, access stimulation and similar schemes
- Phishing, smishing and other attempts to obtain credentials, payment details or personal information by deception
Harassment and harm
- Threatening, harassing or abusive calls or messages
- Calls or messages intended to intimidate, stalk or extort
- Content that constitutes or facilitates a crime against a person
Network and technical abuse
- Interference with our network or with other carriers’ networks
- Attempts to gain unauthorized access to systems, or the transmission of malicious code
- Traffic that has been deliberately manipulated to evade blocking, filtering, attestation, analytics or traceback
Misrepresentation
- Providing false, incomplete or stale information about a customer, a number, a traffic source or a call path
- Concealing the origin of traffic, or failing to identify an upstream provider on request
11. Cooperation and information
A partner must give us, promptly and accurately, the information we need to meet our obligations as carrier of record. That includes responding to a traceback request within the time the traceback effort allows, identifying the customer or upstream provider responsible for particular traffic, and providing the records necessary to answer lawful process or a regulatory inquiry.
Failure to answer is itself a breach of this policy. A partner who cannot or will not tell us where traffic came from is a partner whose traffic we will stop carrying.
12. Monitoring
We monitor traffic patterns and complaint volumes for indicators of prohibited use. This is a compliance function, not a review of the contents of communications; we do not record or listen to calls.
13. Enforcement
Where we identify or are credibly informed of a violation, we may, with or without prior notice and in whatever order the circumstances warrant: require an explanation from the responsible partner; require the partner to suspend or terminate its customer; block, suspend or reclaim numbers; block or throttle traffic; suspend or terminate the partner; and report the matter to law enforcement or to a regulator.
Where illegal traffic is in progress, or where a regulator or court requires it, we will act immediately and explain afterwards.
14. Complaints
Anyone may report a number carried by us. See report a number. Reports are investigated against this policy. We do not disclose the outcome of an investigation to the person who reported it.
Part III — General
15. Changes
We may change these terms and this policy. The effective date above will change when we do, and the current version will always be published at this address. Changes affecting a partner’s obligations are also handled under that partner’s agreement with us.
16. Governing law
These terms and this policy are governed by the laws of the State of Illinois, without regard to its conflict of laws provisions.
17. Severability
If any provision is held unenforceable, the remaining provisions remain in full force and effect.
